[RTC List] CTC strategic thoughts on broadband stimulus funds

Attached is the April 13th "strategic thoughts" document I mentioned at
Tuesday's meeting (of those who are interested the broadband stimulus
funds application that is being generated from the four RCC counties).

This comes from Joanne Hovis, president of CTC Communications
("engineering & analysis for the public interest") located in the
Washington DC area.  She has great insight on this moving target.
