Pre-questions for Special RTC Meeting, June 25, 2009, 5:00 p.m., HCOE Madrone Room
Answer these questions as thoroughly and concisely as you can. Some questions might have multiple ideas. Each individual idea should fit on a 3”x5” sticky note (think Twitter – 140 characters or less – and less is better). If you have time to compose your answers prior to the meeting, you will feel less rushed and able to contribute more fully. You will be transcribing your answers on to 3”x5” sticky notes that other members will read. If you cannot attend the meeting but want to participate, please forward your answers (before 4 p.m.) to Daria Topousis dariat at suddenlink.net and she will include them.
1. As currently defined, the RTC board’s role on the broadband workgroup is primarily to enable communication. RTC has a board member on the team. The RTC listserv and website have been selected as places to post documents and have conversation. The sense of the board is that this is the right role, given the nature of the process and the capacity of a volunteer board. Do you agree?
2. Not at the level of wordsmithing, but at the level of philosophy and approach, do you agree with the RTC Board’s (draft) broadband statement of principles? If you disagree, what would you change? (RTC Broadband Statement follows)
3. Do you agree that RTC’s role, or at least that of the Board, does not extend to selecting specific projects and technologies? And if your answer is no, how would you have that recommendation happen?
4. What are your priorities of public goods for a regional broadband application or regional endorsement…e.g., fiber to each school, serve underserved communities, dark fiber set aside for public use?
5. Should RTC reach out to other organizations/people in surrounding counties (Trinity, Mendocino, and Del Norte)? If yes, please list names of people or organizations.

Redwood Technology Consortium’s Broadband Statement
The Redwood Technology Consortium favors ubiquitous and reliable telecommunications for the North Coast of California. We believe that widely available, affordable, and reliable broadband is vital to the health and well-being of the area’s economy and to the civic lives of the area’s residents.
While the RTC does not advocate for specific proposals or projects, we recognize the importance of fostering a competitive, transparent, and publicly debated process. Further, we support open access, which encourages competition among Internet providers so that residents and businesses get the best services possible at competitive prices.
We invite members of the community to make their positions on the various broadband proposals and issues known. Toward that end, the RTC has corralled several resources for encouraging and tracking discussions.
