[RTC List] Suddenlink performance the last 5 days

i don't pay attention to ping times but i do have snmpd enabled on my home
router and graph my network traffic with mrtg through the suddenlink
connection.
in the past week, i haven't gotten more than about 60% of normal speeds and
usually less than half of what i normally get. as winter indicated, it's
been about 3-4 weeks since i've gotten a solid 1280kB/s download speed.
Another indicator is that off-site backup jobs (data incoming to me) that
used to take 30-45 minutes in the early hours of the morning have been
taking at least twice as long as they used to to finish. So it's not just
an after school/after dinner/"everybody jumping on the cable 'net at the
same time" phenomenon like used to occur in the bay area.
