[RTC List] How to get local peering?

It seems as if I sparked a valuable discussion about being held hostage,
from which many have benefited. 

I floated an idea, in order to get AT&T to support a local peering solution.
It was to apply the power of local government to tax... of course, that is a
possible risky proposition, since once a governmental agency starts getting
tax money, they never have enough. 

Any thoughts? Any other ideas?
